This marked a significant policy reversal for the Labour government, which had previously resisted calls for such an inquiry, arguing that prior investigations, like the seven-year probe by Professor Alexis Jay, were sufficient.

The decision was driven by public and political pressure, including criticism from figures like Elon Musk, Conservative leader Kemi Badenoch, and Reform UK leader Nigel Farage, as well as a damning Casey report exposing systemic failures by police, councils, and local authorities.

The inquiry will examine over 800 historical cases, with powers to compel evidence and witnesses, and aims to address institutional neglect and deliver justice for victims, particularly in towns like Rotherham and Rochdale where vulnerable girls were targeted.

The Casey Report, authored by Baroness Louise Casey, is a rapid audit of group-based child sexual abuse in England and Wales, commissioned by the UK government.

Released in 2025, it exposed systemic failures by police, local councils, and other authorities in addressing grooming gangs.

The report highlighted institutional neglect, inadequate responses, and a lack of accountability, particularly in cases involving vulnerable young girls in towns like Rotherham and Rochdale.

It identified over 800 historical cases for further investigation and recommended a full national statutory inquiry, which Prime Minister Keir Starmer announced on June 14, 2025.

The report’s findings intensified public and political pressure, prompting the Labour government’s policy reversal to launch the inquiry.

In a post on X on June 17, 2025, Musk stated, “High time there was justice for the mass rape of little girls in Britain.

This moral stain of this cannot be washed away.” This followed his earlier criticisms in January 2025, where he accused Starmer of being “complicit in the rape of Britain” during his tenure as Director of Public Prosecutions (2008-2013) and called for a national inquiry, amplifying right-wing narratives on the issue.

Musk’s posts, which included false claims like a quarter-million girls being raped by “migrant gangs,” were criticized by UK officials, including Health Secretary Wes Streeting, as “misjudged and misinformed.”

His interventions, sparked by a GB News report, fueled significant online and political debate.
