Underground Electricity Supply Project – Modi Government Started It: Deol

Dhuri constituency BJP leader Randeep Deol has described the underground electricity supply project announced by Bhagwant Mann as part of the Central Government’s RDSS scheme.

SNPNEWS.IN News (Gurmail Kamboj): Bharatiya Janata Party’s in-charge for Dhuri constituency, Randeep Singh Deol, has released a video clip claiming that the Central Government has released ₹164 crore under the RDSS scheme for laying underground electricity supply wires in the villages of Sangrur district.

In his statement, Deol claimed that Punjab Chief Minister Bhagwant Mann is misleading the people of Punjab by claiming credit for Central Government schemes in his own name, which he should not do. He said that when the Central Government’s RDSS scheme is already making electricity supply underground in more than 3,600 towns and cities across the country, how can Chief Minister Bhagwant Mann promote this scheme as his own achievement.

A few days ago, Punjab Chief Minister Bhagwant Mann had announced the launch of a scheme to lay underground electricity supply wires across Punjab, starting from the village of Satoj in Sangrur. In his address, the Chief Minister stated that the Punjab Government will provide underground electricity supply right up to the farmers’ fields across the entire state, and electricity poles will be removed from the fields. The Chief Minister also mentioned replacing the conventional transformers currently used for smooth electricity supply with modern technology-based transformers. This scheme was described by the Chief Minister as part of major reforms.

This scheme is part of the Roshan Punjab Mission (launched in October 2025), under which ₹5,000 crore will be spent to strengthen the electricity infrastructure. It includes raising overhead wires in urban areas and underground cabling in agricultural areas. Work on urban underground cabling was already underway under Roshan Punjab, but the major announcement for agricultural areas came from the Chief Minister in March 2026.

The Revamped Distribution Sector Scheme (RDSS) was launched by the Government of India in July 2021. It is a major reform-based and result-linked scheme. Its main objective is to make electricity distribution companies (discoms) operationally efficient and financially strong so that consumers receive reliable electricity supply. In Punjab, this scheme is linked with the Roshan Punjab Mission, which includes converting overhead wires to underground cabling in urban areas, removing poles and laying underground lines in agricultural areas, and installing smart meters.

Under RDSS, the total sanctioned cost for Punjab is approximately ₹9,642 crore, out of which the central grant is ₹3,284 crore. The remaining amount will be borne by the state government and PSPCL. Under this scheme, the Central Government released ₹563 crore for Punjab between 2022 and 2025. No specific details of a ₹164 crore grant or project particularly for Sangrur have been found in official sources (Power Ministry, RDSS dashboard, or PSPCL reports). It may be a local announcement or a small package, but it has not been officially confirmed yet.
