
Today, the Enforcement Directorate (ED) conducted raids at multiple locations in Mohali. Following this, the names of Chief Minister Bhagwant Mann’s OSD Rajbir Singh, Punjab AAP President, and Minister Aman Arora have become the subject of intense discussion.
SNPNEWS.IN News (Mohali): As the Punjab Assembly elections draw closer, political activity in the state is heating up. A few days ago, AAP MP Raghav Chadha along with five other MPs joined the BJP. In response, AAP labelled them “traitors of Punjab.” The recent FIRs against Sandeep Pathak by Punjab Police, and the Pollution Control Board raid on the Trident factory in Barnala, appear to be part of the same sequence of events.
Today (7 May 2026), the Enforcement Directorate (ED) carried out major raids at 12 locations in Mohali and Chandigarh. The most talked-about incident occurred at Western Towers in Kharar, where ED teams spotted cash-filled bags being thrown from the 9th floor.
When the ED reached Flat No. 906 in Western Towers society in Kharar, two bags filled with ₹500 notes were thrown down. Approximately ₹21 to 25 lakh in cash was recovered on the spot.
The raids were conducted at the premises of Nitin Goyal (an IT professional) and Bir Devinder Singh alias Beeru, who are said to be close associates of Chief Minister Bhagwant Mann’s OSD. Additionally, the ED statement mentions Gaurav Dhir of M/s Dhir Construction and Sunam MLA/Minister and Punjab AAP President Aman Arora, which has sparked a major political row.
This action is part of a money laundering investigation linked to a land fraud case and irregularities in obtaining CLU (Change of Land Use) licences from GMADA.
The ED also nabbed a driver who was trying to flee. Searches are still ongoing in Kharar and Sector 16, Chandigarh, and other areas.

ED’s Official 4-Page Statement to the Media:
The Enforcement Directorate conducted searches and seizure operations against two real estate groups involved in fraud in land use and cheating buyers and landowners.
Suntech City (Indian Cooperative Housing Building Society) Suresh Kumar Bajaj and Ajay Sehgal of Indian Cooperative Housing Building Society prepared fake consent letters on behalf of 15 landowners for 30.5 acres of land. On the basis of these fake consent letters, the accused entities/individuals were granted Change of Land Use (CLU) permission for developing a real estate mega project named ‘Suntech City’.
These consent letters were forged using fake signatures and thumb impressions of the landowners. Thereafter, the society collected more than ₹150 crore by enrolling members without any sale deeds.
An FIR No. 123 dated 19.11.2022 was registered by Punjab Police at Mullanpur Police Station, SAS Nagar, Mohali, under Sections 120B, 420, 467, 468, 471, and 472 of the Indian Penal Code regarding the forgery of signatures for obtaining CLU.
Apart from plots, Ajay Sehgal also developed La Cannella residential multi-storey complex and District 7 commercial complex using the CLU obtained through forged documents and sold all units, generating proceeds of crime. Irregularities in RERA approval for District 7 commercial complex are also under investigation.

In view of the ongoing case in the Punjab and Haryana High Court filed by victims, GMADA has cancelled the licence of the said society (Altus Space Builders Private Limited).
Many buyers had filed complaints in various forums (RERA, Police, Consumer Court) alleging that they were fraudulently misled into believing that the project had received final CLU from GMADA, while it was concealed that the CLU was conditional and later cancelled. Non-bailable warrants have been issued against promoter Mahinder Singh under the Negotiable Instruments Act, and he has been declared a proclaimed offender.
Regarding the fraud, an FIR No. 07 dated 01.02.2024 was registered by Punjab Police at Phase-11 Police Station, SAS Nagar, Mohali, under Sections 316, 318(2), and 61 of BNS 2023 against Altus Space Builders Pvt Ltd and its directors.
To launder the proceeds of crime, Gaurav Dhir of M/s Dhir Construction purchased the project from Altus Space Builders Pvt Ltd through his entity M/s SunCity Projects for a nominal amount of ₹130 crore, significantly undervaluing the project which was worth more than ₹170 crore. Gaurav Dhir is a close associate of a senior AAP leader (Aman Arora).
During the searches, two middlemen — Nitin Goyal and Pritpal Singh Dhindsa — were also implicated. They allegedly provided political patronage and protection. Several incriminating documents were recovered indicating interference by these private individuals in government functioning in Punjab.
During the raid, ₹21 lakh in cash was thrown from the balcony and scattered on the road below. The ED later recovered the cash. In total, approximately ₹1 crore in cash was seized during the searches. The investigation is ongoing.

AAP’s Reaction: The Aam Aadmi Party has termed the raids a “political vendetta” by the BJP and distanced itself from the allegations. AAP alleged that the Central Government is misusing ED and CBI to intimidate opposition leaders ahead of elections. The party stated that Nitin Goyal has no official position in the CMO or the government and only worked as an IT volunteer.
Aman Arora’s Statement: Aman Arora clarified that he has no connection with these builders or any financial dealings. He said the agencies can investigate as much as they want but will find nothing, as this is only an attempt to tarnish his image.
AAP has said it will approach the court against these “false allegations” and is ready to cooperate with the investigation, asserting that they have done nothing wrong.
Opposition Reaction:Opposition leaders (Pratap Singh Bajwa and Bikram Majithia) have demanded the resignation of the Chief Minister. They claim that the incident of bags full of cash being thrown proves large-scale corruption in the government. After the ED raids, Bikram Singh Majithia released photos of the alleged accused with OSD Rajbir Singh and several AAP MLAs and Ministers to raise questions.
